 Bill Tolpegin, Corporate Development, EarthLink, Inc.Mr. Tolpegin joined EarthLink in the Fall of 2000 to lead the firm’s Corporate Development efforts. Responsible for all mergers & acquisitions activity and all early-stage equity investments, Mr. Tolpegin purchased three public companies and invested over $10 million in six early-stage technology companies. Mr. Tolpegin also led the development of the business case for SK-EarthLink, a MVNO joint venture. The joint venture was formed with South Korea’s leading wireless firm, SKTelecom, and capitalized with $440 million. In addition to his Corporate Development responsibilities, Mr. Tolpegin was EarthLink’s Treasurer, responsible for the management of the company’s $510 million cash/securities portfolio and all capital markets activity. Currently, Mr. Tolpegin is the vice president, development and planning for the company’s municipal networks division.
Prior to joining EarthLink, Mr. Tolpegin was the Treasurer of OneMain.com, a rural-focused national ISP with over 800,000 subscribers. In addition to his role as Treasurer for OneMain.com, Mr. Tolpegin held a variety of senior financial management positions including Regional Controller, Director of Financial Planning & Analysis, and Director of Investor Relations. Mr. Tolpegin joined OneMain.com pre-IPO and played a key role in taking the company public. Prior to OneMain.com, Mr. Tolpegin held numerous financial leadership roles with many technology companies, including positions with GlobalStar and with an INC. 500 company as the CFO.
Mr. Tolpegin holds a Bachelor of Arts degree from the University of California, Berkeley and an MBA from the Darden Graduate School of Business at the University of Virginia.

He went on to work a local manufacturing company where he was a software technician, network engineer and technical support department manager. In 1997, he started his own company, connecting businesses and individuals to the Internet.  Allen Deckert, CEO, Cumberland Technologies InternationalAllen Deckert, CEO, CTI Networks, Inc.
Allen is founder and CEO of CTI Networks, a Central Pennsylvania based ISP. A former Army Officer, and graduate of Washington University’s School of Business and the Naval PostGraduate School, Allen and his wife Denise (an RN), were the typical “ISP in a basement” startup back in 1995. The network quickly moved out of the basement and they both left their “day jobs” to manage and direct the growth of the company.
Today, CTI has nearly 40 employees and provides service throughout most of the Mid-Atlantic region under several brand names including PA.net, MD.net, DC.net, and VA.net. CTI is not a CLEC, and instead relies on both Incumbent and Competitive LECs to provide needed infrastructure to it’s mostly rural subscribers. CTI has employed a variety of strategies and tools to attract and retain narrowband customers and offers a broadband upgrade path in many of its markets. CTI typically upgrades about 1% of it’s 25,000 existing customers to DSL each month and is among Sprint’s largest customer for it’s wholesale DSL service.
CTI is continuing to grow by expanding it’s broadband service area and by constantly looking for value-added products to differentiate the service.

 Brad Miller, CEO, Perimeter InternetworkingBrad Miller joined the company in May 2000 as CEO. Under his leadership, company revenues have grown more than 3,000 percent. Based on that achievement, Perimeter was named to both the 2004 Deloitte Technology Fast 500 and the Connecticut Technology Fast 50. Specifically, Perimeter was ranked Number 5 on the Fast 50 and Number 121 on the Fast 500. Rankings are based on the percentage revenue growth over five years, from 1999-2003. Perimeter grew 1902% during this period. This business success was detailed in The Business of Software by Michael Cusumano, Distinguished Professor of Management at MIT and BALLS – 6 Rules for Winning Today's Business Game by Alexi Venneri. The Business of Software was recently honored as one of the top business books of 2004 by Steve Lohr of the New York Times.
The firm was honored in 2001 by the state of Connecticut for "Outstanding Sales Growth." In addition, Mr. Miller was honored as an Ernst and Young Entrepreneur of the Year Finalist in 2001. Within 24 hours, Faulkner and his team developed a virus filter to trash the virus - confidently naming it "Doompster," and making it available free to the public, including competitors. C I Host was one of the few companies that completely patched its servers against Code Red in 2001, thus saving its clients most of the headaches of that worm.

Faulkner's love affair with computers started when he was eight years old and his parents plunked down three grand to buy him an IBM with one of the first Intel 8088 processors. It had a 9-inch amber screen, weighed 35 pounds and ran on DOS 2.1 - no windows, no graphical interface with its user-friendly point and click - just text.
It was 1986, a time when grade school kids lucky enough to get their hands on a computer spent their time programming do-loops or creating six-foot-long banners for birthday parties.
But Faulkner was already more than a couple of steps ahead. He took apart his first computer apart as well as the many computers that followed. He upgraded and repaired them. By 14 he had a job repairing computers, and by his first year in college he was running a website design company with customers all over the world, getting up at 2 a.m. to take their calls.
Creative Innovations, Faulkner's third successful business, was growing so fast that he left college to devote full time to expanding it into Web hosting. C I Host was born and has never stopped growing.
Faulkner was awarded an honorary Doctor of Business Administration from Concordia University in 2002 for his "entrepreneurial spirit and for his success from age 15 in running businesses in various industry segments."

 Dave Schaeffer, Founder and CEO, Cogent CommunicationsNo other individual has had as significant an impact on the Internet industry as Dave Schaeffer, founder of Tier 1 ISP Cogent Communications - the world's largest capacity, non-oversubscribed IP fiber optic network.
By building the first large-scale IP network in existence, Schaeffer was able to produce mass amounts of bandwidth at 98% less cost than other providers, introducing radically priced Internet access at $10 per megabit in 2000 (versus market norm of $300/meg). Cogent now offers pricing down to 10 Euros per megabit and is repeating the success in Europe that it has had in the United States.
Schaeffer has guided Cogent Communications through turbulent times, taking it from a revolutionary idea on paper in 1999 to the largest Ethernet ISP in North America today, handling over 12% of the world's Internet traffic.
Schaeffer continues to build-out Cogent's network - an 80 Gigabit capacity backbone connected to over 85 markets in North America and Europe - a necessity in the coming decade as video/IPTV demand explodes.

David M. Montanaro, Chairman of the Board and Chief Executive Officer, USA DatanetMr. Montanaro has more than 30 years experience as a senior corporate executive and entrepreneur within the telecommunications and data networking industries. Mr. Montanaro is currently the Chairman of the Board and CEO of USA Datanet after having been an early investor and founding director of the board since the company was established in 1998.
Mr. Montanaro began his executive career as the Founder and CEO of American Dynatel Corporation a northeastern distributor of NEC telecommunication products in the late 1970's. After negotiating the sale of the business in 1981 to Tel Plus Communications, Inc., David was appointed group Vice President and board member of TelPlus Communications leading that group until 1987 when Siemens Communications Systems, Inc. purchased TelPlus.
He served as executive Vice President and Vice Chairman of NEC Business Network Solutions (BNS), a national technology systems integrator which was formed through the merger of NEC's Business Communication Systems subsidiaries. His leadership on BNS's strategic acquisitions and internal growth initiatives was central to the unit's revenue growth from $190 million to more than $400 million.
Mr. Montanaro was also Senior Vice President of NEC America, Inc. and served in an advisory position on corporate business development including joint ventures, strategic partnerships, investments, mergers and acquisitions. He previously directed the largest NEC Business Communication Systems subsidiary as President and CEO for nine years, growing the company from $15 million to $150 million. He was also an active member of the NEC Foundation of America providing grants to organizations supporting technology development for the disabled.
In 2001 Mr. Montanaro was appointed CEO and Chairman of the Board of NEC eLUMINANT Technologies, Inc., a recognized leader in the development of fiber-based broadband access solutions for voice, data, video and content to service providers worldwide. Mr. Montanaro served as a director on the board at eLUMINANT since the company was established as an independent subsidiary of NEC USA in 1998. He guided the company through its acquisition by Zhone Technologies, Inc., a worldwide leader in broadband access systems, in February of 2003.
Mr. Montanaro is also on the Board of Directors of Sensis Corporation a global developer of air traffic, radar, and surveillance systems.
Mr. Montanaro currently serves on the Board of the Syracuse Metropolitan Development Association and the Greater Syracuse Chamber of Commerce while previously serving as a North American Telecommunications Association board member and a past President and Chairman of the Board of the New York State Telecommunications Association.

 David S. Isenberg, Principal, Isen.comDavid S. Isenberg spent 12 years at AT&T Bell Labs until his 1997 essay,"The Rise of the Stupid Network," was received with acclaim everywhere in the global telecommunications community with one exception - at AT&T itself! So Isenberg left AT&T in 1998 to found isen.com LLC (an independent telecom analysis firm based in Cos Cob, Conn.) and to publish The SMART Letter, an open-minded commentary on the communications revolution and its enemies. He is also the co-producer and chair of the Freedom to Connect conference.

I have been a First Aid Instructor since 1980 and after leaving the fire service was a Consultant Instructor for the Federal Government for five years. I have taught many classes and am always rated "Dynamic" by my hiring companies. I started my ISP in 1995 and at peak it had 16,000 customers in Eastern Washington state. I have purchased four ISP's and one WISP. My WISP has 700 customers and we also do DSL. I am an extrovert and entertaining when I speak. I am a member of WISPA, Part-15 and have attended numerous ISPCON conferences in the past. I don't plug anybody's product and am only interested in helping people run their businesses efficiently.

Bolton grew Catena from conception to profitability, with volume sales into all four Regional Bell Operating Companies (RBOCs) in North America. Prior to Catena Networks, Bolton spent 15 years at Nortel Networks in various management positions.
